Insecurity: Ekweremadu advocates decentralised police
The Deputy Senate President, Senator Ike Ekweremadu, yesterday said that Nigeria is ripe to adopt a decentralised police system to enable it tackle the emerging security challenges. He stated that the centralised police system which has been in use over the years does not fit the federal system of government Nigeria is operating. He stated that it is now important for Nigeria to have a decentralised police, considering the fact that it is operating a federal system of government.
Presenting the 2013 Annual Lecture of the Nnamdi Azikiwe University, Awka, titled, “Policing And National Security in Nigeria: The Choices Before Us” at the University Auditorium, Ekweremadu contended that the choice before the country now is very clear.
“It is either we continue doing things the old way and continue to get the old result or to embrace change by facing the realities on ground and embrace the decentralised police system that is working very well in Canada, Australia and the United States. While the choice is ours, let us not forget that the choice we make today will shape our future,” he said.
He however stressed that his prescription of a decentralised police for Nigeria was his personal views, which he was entitled. Senator Ekweremadu who said that the centralised police system had not solved the problem of insecurity in Nigeria, reeled out 56 names of unresolved murders and crimes from 1986 to 2007. He regrettted that for now, things had degenerated to the scenario of mass murder and that kidnapping had become a billion Naira sector.
Senator Ekweremadu who maintained that the police is a fundamental institution in fulfilling government’s obligation of catering for the security and welfare of the people, listed the challenges of policing in Nigeria to including inadequate manpower, lack of equipment and security infrastructure, poor remuneration, corruption, abuse and lack of credibility and centralised police system.
He recommended that Sections 214 and 215 of the Nigeria Constitution that empowers the federal government to exclusively control the police force be amended to give room for a decentralised police system and the creation of State Police Commission for all the states of the federation.
